Step by step
Identify whether the post has rotted at the base or the concrete footing has cracked.
Remove damaged pickets/panels to access the post.
Dig out the old post and concrete footing (or brace and reset if just leaning).
Set a new post in fresh concrete, using a level to keep it plumb while it cures.
Reattach panels/pickets once the concrete has fully cured (24-48 hrs).
